Project Description:
The Department has drafted a permit pursuant to Article 19 (Air Pollution Control of the NYS Environmental Conservation Law (ECL) and made a tentative determination to approve this application to modify the existing Air State Facility Permit.. Alcan Packaging operates a flexographic printing facility for manufacturing labels for consumer and industrial products. The facility is proposing an expansion that will increase emissions to 60 tons per year of Volatile Organic Compounds (VOC’s); while maintaining the existing limits of 22.5 tons per year of Oxides of Nitrogen (NOx), and 22.5 tons per year of combined Hazardous Air Pollutants (HAP’s). With the increase in VOC emissions the facility wil become subject to the Title V requirements. The Facility will have one year to submit an application for a Title V Permit from the day of commencement of the activities described in this modification. The Facility will obtain 78 tons of VOC emission reduction credits (ERC) from the future shutdown of the Alcan facility located at 1403 Fourth Ave, New Hyde Park, NY. By obtaining 78 VOC ERCs the facility meets the 1.3:1 (78:60) ERC offset required for severe areas under 6 NYCRR Part 231-2.12 Table 2-Ozone Nonattainment Area and Transport Region.
