A June 2011 story about Kevin Parker and the NY State Legislature: here.

April 2010 post:
I am happy that Governor Paterson took a reasoned approach to commenting on the O’Luck/DeFrancisco/Parker/Kreuger argument. Paterson wisely explained what Parker was trying to say in calmer language. Great move by the Governor. When everyone is fighting, it is always good to stay calm, help articulate other people’s concerns, and focus the group back on the most important issues.
Here are some quotes from the Governor as printed in a Daily News story:
…“I think what Sen. Parker — and I have not seen YouTube and I haven’t heard it — but what he may have been trying to translate for his colleagues was the frustration of the fact that black businesses before 2006 had trouble getting state contracts.”…
He [Governor Paterson] went on to defend his appointment to the New York Power Authority, Mark O’Luck. It was DeFrancisco’s questioning of O’Luck, who is black, at a confirmation hearing that first set Parker off on Tuesday.
O’Luck, he said, has a stellar record, and “I’m glad he was confirmed.”
