Well, since Reverend Billy was a performance artist before he was a candidate, I suppose this could be less than factual. But, it is posted at the Reverend Billy Talen for NYC Mayor campaign blog:

REV. BILLY TALEN ANNOUNCES $100 MILLION LOTTERY WIN
“I am now a legitimate candidate!” Exclaims the Green Party nominee for MayorPress Conferences at 3pm, 4pm, 5pm in Manhattan
After a nine month struggle to be seen as a viable, third party mayoral candidate, a stunning Election Day development could help the activist preacher finish strong. On Friday, October 29th, Talen was notified he was the sole holder of a $100 million dollar winning lottery ticket, and his campaign officials have affirmed it will have been completely spent by the end of Election Day.
With the current standard for Mayor of New York City being vast wealth, in addition to essential relationships with real estate speculators, Michael Bloomberg seemed to be cruising to an easy victory. But with Talen now positioned to match or even exceed Bloomberg’s campaign spending in these last 24 hours, that aura of unquestionable authority has been compromised.
“No-one has ever seen an ad saturation campaign like this!” enthused the Vote Rev Billy campaign manager Danny Valdes. Thousands of new hires are fanning out across the city giving away customized “Billy Blackberries” with Talen ads on their screens. Sky-writing, Mitzvah tank-like street sounds, backseat cab ads, singing waiters, billboard trucks – the Reverend will be everywhere until the polls close.
On election day, the Reverend will be touring with the huge check for the equally huge winnings, at Washington Square Park at 3 PM, Union Square at 4 PM, and 5 PM at Tompkins Square.
